Adding wind power projects to electricity development planning

The Prime Minister has just directed the addition of wind power projects to the electricity development plan in Official Letter No. 693 / TTg-CN of June 9, 2020 to the Ministry of Industry and Trade.

Accordingly, considering the report and the proposal of the Ministry of Industry and Trade in Official Letters No. 1931 / BCT-DL on March 19, 2020 and No. 3299 / BCT-DL on May 8, 2020 on additional consideration of planning. wind power projects; based on the conclusion of the Government Standing Committee at the meeting on renewable energy development and issues related to economic security (Notice No. 14 / TB-VPCP of February 7, 2020 of the Government Office) ; Pursuant to the Government’s Resolution No. 110 / NQ-CP of December 2, 2019, promulgating the List of plannings integrated into national, regional and provincial plannings under the provisions of Point c Clause 1, Article 59 of the Planning Law, the Prime Minister gives the following opinions:

Due to the delay in investing in construction of many large-scale coal thermoelectric plants planned with a schedule to be put into operation by 2023, the national electricity system is expected to face a huge risk of electricity shortage. without appropriate and timely operating solutions. Therefore, it is agreed to supplement the wind power planning as proposed by the Ministry of Industry and Trade in the above documents. 

Specifically, the Ministry of Industry and Trade proposed to the Prime Minister to agree on the policy of adjusting the wind power development target by 2025 with a capacity of 11,630 MW to ensure the supply of electricity and the development of adequate backup power sources. At the same time, considering the decision to supplement the planning of wind power projects with connection plan and capacity release conditions; supplement planning / accelerate the progress of synchronous transmission grid projects in order to release the capacity of wind power projects …

The Prime Minister asked the Ministry of Industry and Trade to be responsible for reviewing and updating wind power projects in the electricity development planning as prescribed, ensuring the requirements of publicity, transparency, coherence and science. synchronizing power sources and grids, common economic efficiency; resolutely anti-negative, not to let the situation “ask – give” projects.

At the same time, the Ministry of Industry and Trade also urgently needs to handle proposals for supplementation of wind power planning of localities, which have been sent to the Prime Minister, central agencies and the National Assembly for reviewing and considering additional planning when eligible for wind power projects that are appropriate in localities with wind power development potential and advantages, capable of generating capacity but currently few projects and can be implemented. Quickly replenish the country’s electricity supply. Urgently report to the Prime Minister on handling the recommendations of the Central Economic Committee and the National Assembly’s Economic Committee on urgent issues on energy development and supplementation of wind power planning of under the direction of Deputy Prime Minister Trinh Dinh Dung, documents No. 3861 / VPCP-CN dated May 18, 2020, No. 3827 / VPCP-CN dated May 15, 2020, No. 3609 / VPCP-CN dated 07 / 5/2020,

Speeding up the formulation of the national electricity development plan in the period of 2021 – 2030, with a vision to 2045 (Electricity Planning VIII), and submit it to the Prime Minister before October 31, 2020 to consider and approve according to stipulating and acting as a basis for active management of national electricity development planning.

Urgently study and absorb the opinions of the concerned ministries and agencies on the proposal to extend the fixed price mechanism for wind power projects as directed in Document No. 3913 / VPCP-CN of May 19. / 2020 of Government Office; report to the Prime Minister for consideration and decision.

Coordinate with relevant localities to strictly manage the investment and construction process of wind power projects strictly according to the provisions of law; promptly solve problems for projects that are planned to soon put into operation, supplement the electricity supply to the country.
